After hours of gameplay I doubt your that interested in the necklace And they are all heavily armed with Forsworn weapons they picked up off the road. Most common places where I have encountered them are road from Whiterun to Riverwood and the road from Whiterun to Windhelm.
I'm surprised that you haven't face them with your h gameplay. That makes me to guess you are a type of player who use fast travel or carriages instead of your own legs or horse. Save in Riften, by the west gate, and leave it and follow that road. Eventually, you'll hit a bridge south-southwest of Sarethi Farm.

Just sayin. Yeah, I was able to get the necklace from one of the dead guys. Not that I really needed it as I had gotten the enchantment long before that. Are they perma- death characters or do they respawn after a number of days? They still gave me a brew though. Finally found them. They were walking on the west path of Haemar's Shame cave, located south eastern of Ivarstead. Came across them, they sem to be following a linear path.
