I don't know if they can appear in the same sector as the Aran, or before you cap it, but I don't see why not. I may have gotten them the other way around so don't take my word for it. Hunting for these crates needs a lot of commitment. As far as free ships go, I've heard that Kha'ak ships have a small chance of spawning.
